It seems Gil is using the post office for perimeter security, with their "packet" ships, rather than the military with their picket ships.
As for Agatha sending it, not when she have her dingbots - but I thing everyone except Gil and perhaps Bang suspects that, and Bang is probably just agreeing to get in on the fight.
