I think it's less that it doesn't imply, more that students fighting each other isn't consider to much trouble. Plus as the Professor said, the "heroes" are working for the Master, so that solves the getting caught/punished problem.
So not to far off from my hero licence idea.
I'm thinking all the fake stories being written about Agatha has muddied her should be fearsome reputation.
As for thsi guy, he's probably just really dumb (And I hope Zeetha gets to take him out, personally) but I've seen mention elsewhere that perhaps he just a poor fool with a bad choice or words/ bad sense of humor, who may actually be their as an escort them to Master. That dose call into question why he would manipulate the students into fighting though.
